Kpackage would be on the CD, but you probably don't need it. Most major distributions come with their own system administration tool, part of which has tools for installing software packages. SuSE likes you to use YaST for installing software packages (I cover this on pages 99-100 of my new book, "Moving to Linux : Kiss the Blue Screen of Death Goodbye!"). Now, you could use YaST to install kpackage, but since YaST does such a nice job of installing and updating packages, I would recommend you just stick with that.

Oh, if you don't have a copy of my book, you can check out an earlier tip I wrote on this site that gives and example of YaST package installation. Keep in mind that the tip is a couple of years old, but it should still be fairly similar.
