Let's see if we can figure out what went wrong. What ISO did you download and how did you try to burn it? What program did you use? Did you verify the burn to make sure you don't have a bad disk? Have you made sure that your PC is set to boot from a CD (this is usually configured in the PC's BIOS screens at boot time).
The best ISO burning tool for Windows I've run across, by the way, is Alex Feinman's ISO Recorder, available here.
